Pemilihan Strategi Implementasi Kesehatan Digital pada Kelompok Pengambil Keputusan Menggunakan Metode Vikor

Abstrak

Penelitian ini bertujuan untuk memilih strategi implementasi kesehatan digital dengan menggunakan Multi-Attribute Decision Making (MADM). Penelitian diawali dengan melakukan pilot studi di Kelurahan Tirto Rahayu, Galur, Kulon Progo yang sudah terbukti sukses dalam implementasi kesehatan digital. Strategi yang ditawarkan menggunakan pendekatan organisasi dan manusia. Ada empat kriteria yang ditetapkan, yaitu faktor kolaborasi, kepemimpinan, tim, dan individu. Setiap kriteria terdiri dari 3–4 Sub Kriteria. Sebanyak 15 alternatif berupa strategi implementasi ditawarkan pada penelitian ini. Terdapat lima pengambil keputusan yang berpartisipasi untuk membangkitkan bobot kriteria. Matriks perbandingan berpasangan digunakan untuk memberikan pendapat. Setiap matriks diolah dengan menggunakan Modified Digital Logic (MDL) untuk mendapatkan bobot. Komposisi bobot dari lima pengambil keputusan dilakukan dengan rata-rata geometrik. Matriks keputusan diperoleh berdasarkan kajian literatur dan masukan dari para adopter di Tirto Rahayu. Selanjutnya digunakan metode VIšekriterijumsko KOmpromisno Rangiranje (VIKOR) untuk mendapatkan strategi terbaik. Rekomendasi strategi ditetapkan dengan bantuan threshold (q) dimana alternatif strategi yang memiliki indeks Vikor ≥ q akan direkomendasikan sebagai strategi terpilih. Untuk memastikan bahwa Metode Vikor tepat diterapkan pada kasus ini, kami membandingkan dengan dua metode MADM lainnya yaitu Simple Additive Weighting (SAW), dan Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Vikor juga terbukti memiliki hasil yang baik dengan nilai q yang tinggi (q=0,85) jika dibandingkan dengan SAW dan TOPSIS. Vikor dan TOPSIS juga terbukti memiliki sensitivitas yang lebih baik dibandingkan dengan SAW. Pengetahuan tentang strategi implementasi kesehatan digital masih perlu dilengkapi. Oleh karena itu, penelitian lanjutan dengan melengkapi strategi sangat diperlukan untuk mendukung kesuksesan implementasi kesehatan digital ini.

 

Abstract

 

The objective of this study is to select a digital health implementation strategy through the use of Multi-Attribute Decision Making (MADM). A pilot study was conducted in Tirto Rahayu Village, Galur, Kulon Progo, where digital health was successfully implemented. The strategy proposed combines an organizational and humanistic approach. Four criteria are established: leadership, cooperation, collaboration, and individual factors. Each criterion is composed of three to four subcriteria. The study suggested a total of 15 implementation strategies as alternatives. Five decision-makers are involved in the process of determining the weights of the criteria. The opinions are expressed through a pairwise comparison matrix. Weights are obtained by processing each matrix using Modified Digital Logic (MDL). The geometric average was employed to determine the weight composition of the five decision-makers. The decision matrix was developed by incorporating the input of adopters at Tirto Rahayu and conducting a literature review. The VIšekriterijumsko KOmpromisno Rangiranje (VIKOR) method is then used to determine the most effective strategy. The selected strategy is determined by a threshold (q), which selects alternative strategies with a Vikor index of ≥ q. In order ensure that the Vikor Method is suitable for this situation, we conducted a comparison with two other MADM methods: Simple Additive Weighting (SAW) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). In comparison to SAW and TOPSIS, Vikor was also demonstrated to produce excellent results with a comparatively high α value (q=0.85). Additionally, Vikor and TOPSIS have been proven with superior sensitivity in comparison to SAW. Nevertheless, strategies for the implementation of digital health knowledge must be accomplished. Consequently, additional research utilizing complementary strategies is required to facilitate the successful implementation of digital health.
